The Financial Services Council (FSC) is seeking a highly motivated Manager Regulatory Affairs to join our Advocacy team.

This is a unique opportunity to play a key role in shaping public policy and regulatory outcomes for New Zealand's financial services sector. Working closely with the Deputy Chief Executive and General Manager Advocacy, you will lead policy analysis, coordinate member engagement, develop submissions, and contribute to initiatives that influence the future of financial services in New Zealand.

Representing organisations across investment, KiwiSaver, life and health insurance, and workplace savings, the FSC is the trusted voice of the financial services sector. This role sits at the centre of industry, government, and regulatory engagement, providing the opportunity to work alongside senior leaders, policymakers, regulators, and industry stakeholders on issues that matter.

Based in either Auckland or Wellington, this position is ideal for a policy, regulatory affairs, or legal professional looking to make a meaningful impact in a dynamic and influential organisation.

About the Role

As Manager Regulatory Affairs, you will be responsible for supporting the FSC's across a broad range of regulatory, legislative, and public policy issues.

You will monitor and analyse regulatory developments, identify emerging issues affecting the financial services sector, and provide high-quality policy advice and recommendations. A key part of the role will involve leading the development of submissions, consultation responses, policy papers, and briefing documents that reflect the views of FSC members while supporting the organisation's strategic priorities.

You will also play an important role in supporting FSC committees, forums, and working groups, helping members build consensus positions and ensuring strong engagement across the organisation's advocacy programme.

Success in this role requires strong analytical and communication skills, the ability to navigate complex policy issues, and confidence engaging with a wide range of stakeholders, including regulators, government agencies, policymakers, industry leaders, and member organisations.

Key responsibilities include:
  • Monitoring and analysing legislative, regulatory, and policy developments impacting the financial services sector.
  • Assessing the implications of regulatory change and identifying opportunities to influence policy outcomes.
  • Preparing policy papers, briefings, consultation responses, submissions, and regulatory updates.
  • Leading the development and coordination of submissions on regulatory consultations, legislative reforms, and government inquiries.
  • Supporting FSC committees, working groups, and forums through meeting coordination, stakeholder engagement, and action management.
  • Building strong relationships with members, regulators, government agencies, and industry stakeholders.
  • Contributing to strategic advocacy initiatives, thought leadership, research projects, conferences, and member communications.
  • Providing policy and regulatory advice that supports the FSC's strategic objectives and advocacy priorities.
