The Treasury – Te Tai Ōhanga is the Government's lead advisor on economic policy, macroeconomic and fiscal strategy, and the management of the Crown's finances.

The New Zealand Debt Management (NZDM) division sits at the centre of this work. NZDM executes the Government's borrowing programme, manages the Crown's cash and liquidity portfolio, and provides treasury services to departments and Crown entities. NZDM interacts closely with financial market participants, rating agencies, and institutional investors globally while setting the sovereign benchmark for New Zealand's financial markets.

Kōrero mō te tūranga | About the Role

As Deputy Chief of NZDM, Markets, leading through a team of Managers and senior specialists, you will support the Chief of NZDM to create a high-performing and collaborative division. You will set direction and create a well-connected function spanning research, funding and investment strategy, market execution, liquidity and investment management, corporate treasury services, market engagement, and the Green Bond programme. The role demands a strategic mindset, connecting the day-to-day work of the function to the Crown’s wider fiscal and financial markets objectives. You will also deputise for the Chief of NZDM, representing NZDM to market participants, Ministers and regulators when required.

The position’s scope and mandate are significant. Decisions made in this role influence the cost and risk of the Government's borrowing over the long term, and the confidence that market participants place in New Zealand Government Securities. You will need the judgement to make sound calls on matters of genuine strategic significance to New Zealand, while maintaining the confidence of colleagues and stakeholders.

In this role you will:

• Lead through Managers and senior staff, setting direction and building a high-performing, well-connected markets function.
• Deputise for the Chief of NZDM, including representing NZDM to external stakeholders.
• Bring intellectual leadership and a strategic perspective to the team's research, analysis and policy agenda, ensuring priorities align with NZDM and Treasury objectives.
• Ensure integration between strategy and execution, portfolio management, liquidity management, treasury services and Green Bond programme activities.
• Support the delivery of high-quality advice to Ministers on Crown borrowing, debt strategy and financial markets activities.
• Build and hold influential relationships with primary dealers, regulators, rating agencies and investors, alongside strategic relationships across the Treasury and the Crown.

This role calls for real depth of experience at a senior level, not just technical knowledge. You will bring:

• A strong track record in senior financial markets roles, including leading through other leaders, and establishing the culture and direction for Managers and specialist teams.
• A strategic mindset and the ability to set direction and priorities for a function, connecting its work to the wider objectives of the organisation.
• Deep, hands-on knowledge of domestic and international debt markets and how they function.
• A future-focused view, and ability to provide respectful challenge of ideas, to adapt and innovate and build the capability Treasury will need in the future.
• A demonstrated ability to make sound, well-considered decisions on matters of real consequence, while holding the confidence of others.
• A track record of building trusted, influential relationships with senior stakeholders in financial markets across the public and private sectors.
• Exceptional communication skills, including experience advising senior decision-makers and tailoring complex financial and economic advice to different audiences.
• Empathy, humility, curiosity, and integrity with a strong understanding of what is required to maintain the reputation of NZDM’s activities in financial markets.
• A graduate or postgraduate qualification in finance, economics or a related discipline.
• An understanding of government decision-making processes is an advantage.
• A commitment to the principles of Te Tiriti o Waitangi.
